Generating adequate information through research

TBI Vietnam aims to generate adequate and relevant knowledge and information needed for better decision making in Vietnam's forestry sector.

TBI-VN has carried out activities in Vietnam since 2001. Following the 'Call for Interest' launched in 2003, 7 research projects were selected that are now being implemented by Vietnamese organizations in partnership with institutes in the Netherlands, Australia and the United States.

The research projects cover themes that are relevant to the Forest Sector Support Programme (FSSP) that aims to achieve sustainable forest management for biodiversity conservation, improved forest-related livelihoods, and sustainable forestry.

Because most field activities are carried out in Bach Ma National Park and its buffer zones in Thua Thien Hue Province, TBI-VN encourages and facilitates the exchange of information between the projects taking place there. The researchers involved are encouraged to develop an overall vision of how to manage large multi-functional landscapes that provide a range of products and services to its inhabitants and the country as a whole.

Linking the different projects:

The 'Kick-Off' Workshop held on April 7-9 2004 was an important activity for TBI-Vietnam. On the first day, TBI provided more than 40 researchers, scientists, decision-makers, policy makers and conservationists from Vietnam and abroad with information on its projects, indicating possible linkages with programmes and projects at regional and national level. On the following two days, the workshop explored possibilities for creating synergy between the projects and for developing a coherent programme.

The main outputs of the 'Kick-Off' Workshop were an overview of common issues between the projects, a stakeholder analysis, an overview of participants' expectations with respect to project outcomes and the exchange of data and information. In addition, TBI Vietnam's role during the project implementation phase and the researchers' respective expectations were clarified.

In late 2004, TBI Vietnam signed a research partnership agreement with the Centre for International Forestry Research (CIFOR). This collaboration fits in the framework of the project: 'Stakeholders and Biodiversity in the Forest at the Local Level' and will be carried out in Phong Dien District, Thua Thien Hue province.

MLA project CIFOR:

In Phong Dien District, Thua Thien Hue province, CIFOR and TBI-VN collaborate within the framework of the project 'Stakeholders and Biodiversity in the Forest at the Local Level'. CIFOR is carrying out this project as part of an agreement with the Swiss Development Cooperation. TBI-Vietnam is involved as a 3rd party for the execution of this project.

The collaboration between CIFOR and TBI-VN centres around the development and testing of tools to incorporate community knowledge and values into natural resources management decision making. The tools are known as 'Multidisciplinary Landscape Assessment' (MLA) and 'Future Scenarios'.

 

Communication and Dissemination of Information

TBI Vietnam places a special emphasis on communication, dissemination and uptake of knowledge and information.

By the end of 2005, the results of the research projects of TBI-Vietnam's first phase will become available and we actively pursue the practical application and adoption of these results into policy and practice.

TBI-Vietnam also answers specific forestry questions of interested parties and informs research partners and stakeholders about new publications, scholarships and conferences.

A document describing all institutions in Thua Thien Hue involved in natural resource management and forestry has been prepared under the name 'Institutional Landscape'. The first version, from early 2004, has just been updated and translated into Vietnamese and made widely available. LINK

Further progress has also been made on the development of a database and a library (containing both digital as well as hard-copy publications) in the TBI-Vietnam office at Hue. The library contains information on community forestry, biodiversity and nature resource management in general and more specifically related to Asia and Vietnam. Furthermore, reports on forestry projects in Vietnam are available as well as several manuals, information on scholarships and statistical information. So far, the library has been used by over 200 people, including lecturers, researchers and students from Hue University of Agriculture and Forestry (HUAF), Hue University of Sciences (HUS) and other universities in Hue, as well as foreign researchers carrying out field research in Thua Thien Hue province.
