The concept of conservation district
has emerged in the last years resulting from the urgent needs
for local economic development in the districts with key that
are largely covered by conservation and protection areas (forests).
For those districts those forests are often the only natural
resources they have, which limits the options for local economic
development. One can see the ‘conservation district’
as a tool to support the development of districts with key
conservation areas for a purpose of improved livelihood of
local communities and better district development based on
sustainable management of forest resources (i.e. sustainable
development).
A. Conservation District : Development of Concept
of Criteria and Indicator to Determine and Monitor Conservation
District
Although 9 district are voluntary declared themselves as
conservation district, there are different intention from
those district about implementing district development based
on sustainable principle. There is also neither clear mechanism
nor legal framework to identify and monitor a conservation
district.
For that reason many parties, particularly central and district
governments with support from many NGOs including Tropenbos
International Indonesia, agreed to develop a concept for the
conservation district. These parties created a multi-stakeholder
task-force that later has been legalized by the Ministry of
Interior. This group consists of a wide spectrum of stakeholders,
including IPB, various Ministries, district governments, projects,
and NGOs. A national secretariat for conservation district
has been created to guide the development process of the conservation
districts, where TBI Indonesia plays a central role. The task-force
with the support from the secretariat has drafted a set of
C & I to identify and determine a conservation district
and its development as well. The C & I has been drafted
and reviewed several times. Basically only TBI Indonesia and
IPB contribute to the refinement of the draft. The draft is
currently being tested in several districts and the socialization
has been done in Pasir District (one of the main project sites
for TBI Indonesia) at May 2007.

B. Conservation District : Field Test in Pasir
The criteria and indicator for conservation district is currently
being tested in 3 districts in Indonesia. Each district is
assisted by international organizations and NGOs active in
respective district.
From June 2007, TBI Indonesia is responsible to assist Pasir
District, which is one of the main project sites for TBI Indonesia,
in the field test of the Criteria and Indicator for conservation
district. The socialization has been done by an inter-department
group.
C. Conservation District : Development Policy and
Legal Framework of Conservation District
Parallel to the development of the concept and C & I
for the conservation district, the task force also drafts
a joint decree of 4 Ministries (Forestry, Environment, Planning,
and Economy) that will provide the legal basis for the conservation
district and developing financing mechanism, inc. enabling
the allocation of special fund from the central government
to support the development of conservation district. The joint
decree is currently discussed separately within each of those
4 ministries.
