TBI Viet Nam held its final workshop of phase two on April 17th, 2012 in Hue, Viet Nam. The overall objective of the workshop was to evaluate the obtained results compiled by TBI Viet Nam, and to introduce the programme’s orientation thru 2016.

Workshop to assess the policy and practice of Forest Land Allocation held in Ha Noi

On April 10th, 2012, TBI Viet Nam, with support from the Ministry of Agriculture and Rural Development (MARD), conducted a workshop in Ha Noi entitled, “Forestry Land Allocation: Policy and Practice.” The event was held in cooperation with the Department of Science, Technology and Environment (under MARD) and the Institute of Forest Planning and Inventory (FIPI).

Strengthening Effective Forest Governance Monitoring Practice

Improving forest governance is generally accepted as a key condition for the success of promoting legal logging and reducing deforestation, among others. Assessing the quality of forest governance and the progress of policies aimed at improving it remains a challenge.

A growing number of efforts exist to monitor the performance of forest governance. In order to be relevant, forest governance monitoring (FGM) at country level needs to connect to national monitoring needs, and to reporting requirements related to international conventions and agreements.

Therefore, the design, operationalization and institutionalization of FGM needs to be country-driven and country-specific. It needs to build on existing forest-related monitoring systems and routines. In terms of operations, it must be feasible, cost-effective, reliable (verifiable), and allow for reliable measurement of change over time.

The purpose of the project is to elaborate a generic conceptual framework for monitoring forest governance, and to test this framework in two pilot countries. This work will take into account current work on forest governance by the EFI FLEGT Facility, UN-REDD, FAO/World Bank and other international organisations. Pilot testing will be supported by TBI/CDI in Vietnam and Peru. Both countries requested assistance to FAO to strengthen their capabilities and routines for FGM. In Vietnam the TBI national programme will support the implementation of the project.

The results and experiences of this project will be synthetized in a country guidance document to assist countries involved in improving their own forest governance (monitoring). It will also generate lessons on how international policies and donor support can strengthen such country driven processes.

The Initiative wants to achieve

A better understanding and recognition of the country stakeholders of the relevance, urgency and value added of Forest Governance Monitoring and the benefits that it can produce for them and the forest sector as a whole.
A better understanding of the key features of FGM and the institutional arrangements needed for the design and operationalization of effective FGM in the national forest monitoring system.
Increased motivation, active engagement and commitment of key stakeholders to embark on a joint process to develop and strengthen the actual FGM system.
Increased insights in the resource needs (human, financial) and the needs for capacity building and support to operate and sustain the FGM.
Increased political will and resource allocation for FGM.

Objective

In response to country demands for support on Forest Governance Monitoring development, the FAO Forestry Department established the support initiative “Integrating forest governance monitoring into national forest-related monitoring systems” in 2010. Main objectives of the initiative are: 1. The development of a generic conceptual model for forest governance monitoring as an integrated part of national forest-related monitoring that is readily adoptable and adaptable to the specific country conditions and capable of fulfilling national forest governance information needs as well as international forest governance reporting requirements and commitments. 2. Pilot application and testing of the conceptual model and approaches for FGM in a selected number of countries.
