Workshop on Forest Landscape Restoration

National Plan of Landscape Restoration in Indonesia

Natural resources management at the landscape level requires an integrated view of all aspects of the landscape (bio-physical, social, economic, and cultural) that optimises benefits for stakeholders living in the landscape. In order to develop principles for landscape approaches in natural resource management, TBI Indonesia, in collaboration with IUCN and ITTO, and with the support of the Ministry of Forestry and DGIS, published a Guideline for Forest Landscape Restoration in Indonesia. The guideline was developed by an informal Indonesia National Working Group on Landscape Restoration during a workshop held in Bali in May 2009 and has become a complement for the Ministry of Forestry Regulation No: P.61/Menhut-III/2008 regarding the provision and procedures for issuing permits for ecosystem restoration of forest timber utilisation of natural forests in production forests.

The application of forest landscape restoration in Indonesia should lead to an improved  government policy on the rehabilitation and conservation of forests. TBI Indonesia, facilitated by the Forest Research and Developing Agency (FORDA) of the Ministry of Forestry and IUCN, will organise a second workshop on forest landscape restoration entitled  “Development of a National Plan for Landscape Restoration in Indonesia”. The workshop will be held in Wanagama, Yogyakarta on 7-8 December 2009, with the participation of all parties related to natural resource management practices and landscape in Indonesia. The opening address of the workshop will be given by the Minister of Forestry, demonstrating the importance of forest landscape restoration on the political agenda of the Ministry.

The workshop aims at developing landscape approaches for natural resources management based on the 10 principles outlined in the guideline. This will be done by means of information sharing from other experiences at the scale of landscapes, including the Conservation District initiative, the High Conservation Value Forest approach, and collaborative management of natural resources. Landscape restoration initiatives will be discussed in the context of the emerging opportunities of Reducing Emission from Degradation and Deforestation initiatives. The workshop is also an opportunity to discuss the integration and synergy between the Ministries of Forestry and of Environment.

Specific objectives of the workshop are:

  1. To discuss the plan of action and financing options of landscape restoration in Indonesia with the National Working Group on Landscape Restoration in Indonesia and other stakeholders
  2. Define the final draft of the Guideline: “Forest Landscape Restoration for Indonesia” to be submitted to the central government (Ministry of Forestry and Ministry of the Environment).
  3. Develop a national plan for landscape restoration supporting the development of government’s policies in the context of forest resource and land management and  sustainable development.
Strengthen the communication network between natural resource managers, academics and the private sector interested or working on landscape restoration. This  includes the launching of the Global Partnership on Landscape Restoration (GPFLR) website.
