The role of community institutions in the management of NTFP in Cameroon

(ENDED)

Objective:
Identification of various direct actors and their use of different NTFP resources. Who are exploiting which NTFP, in what ways and for what purposes (i.e. home consumption, commercialisation, and other social and economic purposes)?Identification of sets of rights to control, have access to and exploit NTFP resources that these actors assert and realise. How are such rights acquired, how is the distribution of rights over the concerned actor groups, what restrictions and obligations in regard of NTFP use do right holders have, and how it changes and which institutional structure or legal framework guarantees and protect these rights and harvest regulations in normative theory and social practice? Special attention will be given to the historical development of the diversity of rights to control and to exploit NTFP resources. Moreover, attention will be paid to the cultural and economic value of the various NTFPs, both at the present as well as in the past. What are the local perceptions on the efficacy of the existing community based management institutions concerned and the options to rehabilitate, adapt, strengthen these institutions or create new regulating institutions? What are the implications for new NTFP resource management strategies?
Output:

Actors in and types of NTFP exploitation, as well as indications on the relative and absolute rate of utilisation, exploitation and commercialisation have been determined.A clear overview has been given of the local arrangements regulating access to and control over NTFP resources. The relation between increasing value, higher prices for produce, improves market access and higher exploitation pressure on resources on the one hand and changes in regulations and arrangements has been analysed. The local perception on the strong and weak aspects of regulations was analysed.Management recommendations were formulated.
