| Specific Objectives |
| The specific objective
is an improved information flow and use for sustainable forest
management and forest policy in Hue province, through the development
of a user-based Decision Support System that can support a rational
decision making process for a better management of a specific
forestry problem, which includes a number of stake holders and
requires a large spatial and thematic data sets in Hue province
|

- Prototype DSS focusing on selected problem (e.g. selection
of planting sites)
- Supporting database (e.g. soil, climate conditions, ecological
requirements of tree species, accessibility, economic condition
of pop, government policy etc.)

- Trained FDS and FPS staff in data base management and
DSS operation
- Trained FDS and FPS executive staff, to manage database
and DSS operators in data base management and DSS operation
- Trained CFIC and FREC staff in DSS design, etc

| Project Outline |
| The project addresses
the identified and pressing problem that forestry research results
in Vietnam so far have either not reached implementing agencies
because of inadequate dissemination or have not been directly
relevant to the needs of the forestry sector and the local populations
of forest-dependent households, according to the Vietnamese
forest policy document "Five-million Hectares Reforestation
Programme (5MHRP)", as cited in the Tropenbos-Vietnam Project
Document, 2002. Through a process of stakeholder (information
user) involvement, the project will carry out a User Requirement
Study in Thua Thien Hué Province on spatial information
availability and use in forestry decision-making processes.
A priority forestry-cum-information problem will then be selected,
and translated into information specifications and technical
specifications for database and decision support system design.
A prototype decision support system will be built, together
with a supporting database, and validated. Training and capacity
building are included at degree (research) level, at operators
level, and at the level of executive staff (decision makers),
making the system operational and capable of supporting better
decision making than before. |
