Management of protected areas in the era of transition to decentralization in Indonesia: a policy analysis study.

Introduction:

Following North (1991), institutions are defined as rules of the game. The recent policy to transfer authorities of central governments to districts levels (Law 22/1999), effects forest management activities, as well as roles and relationships hence the actions between different actors in Indonesia.The project tries to compare the characteristics of institutional arrangements of forest policy during centralistics with decentralistics periods. The institutional arrangements are identified as orders of frame, policy designs, management structure and property, disposal, use rights.

Objective:

The project aims to identify any changes in the element of institutional arrangements and their effect to other elements. Furthermore, it tries to explain the behaviours of different actors with regard to policy change and analyses the ways decentralisation affects the benefits of local people and sustains the use of forest resources.
